Huo Qian Storyline

Bound character: 火签

火签 is the fan scavenger and radical witness for the D-17 missing-person route. Her function is not “fan anger.” She is a low-status custody surface: she can hold a proof row that the archive, sponsor, security desk, or producer would rather call rumor.

This revision expands her from a thin encounter/recruit note into a replayable fan-witness custody pack. Her storyline is now observed by Huo Qian Fan Witness Custody Lens.

Design promise

The player must decide whether 火签 becomes:

a protected fan witness;
an oxygen-paid route asset;
a public receipt carrier;
an archive-only sealed source;
a missed witness;
a radicalized hostile counter-broadcaster;
a security-captured witness;
an extremist scapegoat burned for short-term clearance.

No branch may be a free truth button. Every successful use of 火签 must spend oxygen credit, public legitimacy, witness payroll, handler attention, proof exposure, inspection heat, sponsor pressure, or future fan patience.

State-triggered encounter

火签 can enter the offer set when a concrete proof row exists and the proof is contestable.

The story fails design if 火签 appears only because a fixed turn number, fixed day, chapter quota, raw content count, or generic sidequest timer has elapsed.

Recruit, miss, and hostile logic

Recruit/protect route

The player preserves fan evidence and refuses to cut the group as extremists. A handler, payment, public receipt, or witness-protection resource must be assigned.

Expected outcomes:

add trusted_witness, paid_in_oxygen, protected_witness, or route_asset.huo_qian_fan_witness;
improve huoqian_trust, fan_witness_safety, public_receipt_legitimacy, or lideng_personhood_claim;
raise at least one cost: inspection_heat, witness_payroll_leak, handler_burden, fan_oxygen_resentment, sponsor_stop_loss_pressure, or future_fan_claim_expected.

Public fan receipt route

The player publishes or partially publishes a fan-held proof row.

Expected outcomes:

block or weaken the extremist frame;
move a missing trainee, support-light echo, or oxygen queue stub into public record;
raise sponsor, inspection, or witness-safety pressure;
make a later Li Deng or K-404 route depend on public receipt repair or witness safety.

Archive-only seal route

The player preserves the proof inside archive or inspector custody without making the fan witness public.

Expected outcomes:

proof is not destroyed;
immediate public volatility may fall;
huoqian_trust and public legitimacy drop;
fan_oxygen_resentment or radicalization_risk rises;
later public conversion or witness recovery is required.

Miss/suppress route

Security clears the alley, the producer ignores the witness offer, or the fan group is framed as extremists.

Expected outcomes:

add missed, captured_by_security, radicalized_hostile, or burned_as_extremist;
fire or arm Fan Witness Radicalization Break;
suppress or increase the cost of fan-side extraction of Li Deng;
raise at least three of fan_oxygen_resentment, radicalization_risk, inspection_heat, custody_gap, archive_debt, proof_burden_on_producer, or public_receipt_distrust.

Recovery route

If 火签 becomes hostile, captured, or burned, a clean recruit branch is no longer reachable. The player can still recover partial proof through public contrition, witness payroll, oxygen compensation, or proof-burden reassignment.

Expected outcomes:

contain hostile testimony or recover one proof row;
keep the extremist-frame or capture scar visible;
require extra cost before Li Deng or K-404 can benefit.
