Oxygen Haircut Witness Mandate / 呼吸折让见证委任机制

Oxygen Haircut Witness Mandate is the mechanism for the narrow but dangerous case where a fan-side oxygen concession is filed as consent.

呼吸追缴扣押线 already allows fan_delegated_haircut: a partial refund cut, staged oxygen repayment, or visible fan concession that keeps some relief alive. 粉丝委任分裂线 already prevents a single convenient speaker from representing every fan. This mechanism binds the seam between them: a fan oxygen haircut cannot become clean route consent unless a named witness/delegate state, represented constituency, excluded constituency, and future scar are recorded.

The mechanism is not a new vote. It is the playable cost of asking a person to carry a loss.

Core rule

When an oxygen branch attempts to record a partial fan concession, the game must create or update a haircut_witness_row on one or more existing surfaces:

• 呼吸追缴扣押通知 records the oxygen source, demanded object, and haircut offer.
• 粉丝委任账本 records mandate proof, represented constituency, excluded constituency, and non-fan pressure.
• 火签粉丝证词案卷 records whether 火签 becomes witness, protected route asset, missed proof, hostile witness, or burned scapegoat.

The mechanism fails if a row only records fans accepted the cut, delegate agreed, refund reduced, sponsor settled, or public consent filed.

• pirate amplification is treated as lawful mandate;

• a public receipt haircut hides the excluded fan constituency.
