Hearing Transcript Redaction / 听证笔录删改机制

Hearing Transcript Redaction is the mechanism for turning a resolved hearing into a durable, contestable record. Storyteller already has many hearings that decide who can speak, hold proof, or stabilize a broadcast version. This mechanism covers the next pressure: after the spoken result exists, which exact lines survive as official transcript, which lines are redacted, and who can later cite the missing words.

The mechanism is not a second hearing and not a generic archive tax. It exists only when a prior hearing, cross-examination, briefing, custody decision, correction slot, or broadcast-reality audit has already produced spoken evidence that future systems will read.

This mechanism is made concrete by Redaction Stenographer, stored through 听证笔录删改案卷, resolved by 笔录删改听证, and defaulted by 笔录删改默认.

Primary playable question

When a hearing has created usable truth, does the producer preserve a raw transcript, accept lawful redaction, sell clean minutes to sponsor pressure, let editor checksum mask the dangerous line, publish public excerpts, split the transcript into lawful/public/editor copies, or lose the minutes to default?

Every branch must mutate both:

• the transcript row that future readers will consume; and
• the speaker or proof object whose words were preserved, narrowed, bought, masked, or erased.

State-triggered entry

Open this mechanism only when all are true:

1. A hearing, cross-examination, briefing, audit, or correction action has resolved or is about to resolve.
2. At least one spoken line, oath, refusal, checksum note, sponsor term, public receipt, pirate relay phrase, witness answer, or explicit silence can matter later.
3. At least two transcript readers can disagree: inspector/archive, sponsor, editor, public historian, fan delegate, witness protection, artist boundary, producer license, or broadcast-reality reader.
4. The player can assign a keeper, redactor, publisher, counter-signer, or explicit absence.
5. A future route can consume transcript state: admissible, public-only, sponsor-clean, editor-masked, split, sealed, contradicted, hostile, or missing.
6. The surface is not opening from fixed turn number, day interval, chapter quota, raw content count, or lens-health state.

The row must keep explicit absence. A missing keeper, absent speaker, omitted proof anchor, or blank line is not ignored; it becomes part of the future record.

Branch families

Preserve raw transcript

The player assigns a protected keeper or raw minutes holder. The words remain broadly usable, but the keeper and speaker become vulnerable.

Lawful redaction

The player accepts inspector/archive redaction around body, voice, witness, or legal-boundary risk. The transcript becomes admissible but narrower.

The player lets sponsor or management wording remove volatile lines in exchange for relief.

Missability and recovery

This mechanism is missable when a hearing result becomes future-readable without transcript state, when a redacted line has no keeper or proof anchor, or when clean minutes erase speaker cost.

Recovery is allowed only with scar:

• reopen minutes with higher inspection heat;
• publish public counter-excerpt and accept sponsor retaliation;
• file sponsor unwind and accept contract capture;
• request editor checksum and accept source ambiguity;
• pay protected witness payroll for raw line keeper;
• split transcript escrow and accept reader-collision cost;
• accept recovery-only route state for missing minutes.

Non-goals

• Not a new hearing phase.
• Not a fixed-turn archive cleanup.
• Not a universal legal record for every event.
• Not satisfied by a prose mention of minutes.
• Not valid unless transcript row, keeper or explicit absence, proof anchor or explicit absence, reader conflict, branch cost, and future route effect are visible.
