Bound character: Redaction Stenographer.

阮尺 is the redaction stenographer who keeps the dangerous line after Storyteller has already held a hearing. She is a small route asset with large consequences: if her notes survive, future readers can cite the spoken truth; if she is missed, captured, or frightened, the same hearing can become lawful-only, public-only, sponsor-clean, editor-masked, hostile, or recovery-only.

This character line fills the gap after cross-examination, claimant briefing, fan mandate, and drift audit. Those systems decide who may speak, who gets notice, and which version can proceed. 阮尺 decides whether the exact words remain playable.

Why this expansion belongs next

The existing mesh already has strong first-order pressure around:

The remaining high-value seam is post-hearing memory. A hearing can produce a true line, but later routes need to know whether that line was preserved raw, narrowed by law, cleaned by sponsor, masked by editor, excerpted to the public, split between readers, or lost.

阮尺 makes that seam concrete as a recruitable/missable NPC instead of a hidden flag.

Open this storyline only when all are true:

1. A hearing, cross-examination, briefing, audit, fan mandate, witness protection, correction, or cutroom decision has produced or is about to produce a future-readable line.
2. The line can alter public reality, archive admissibility, sponsor liability, editor custody, witness safety, artist boundary, fan oxygen legitimacy, or producer license pressure.
3. At least two readers can disagree about the transcript: inspector/archive, sponsor, editor, public historian, fan delegate, pirate relay, witness protection, artist boundary, or broadcast-reality reader.
4. A keeper, redactor, publisher, counter-signer, or explicit absence can be assigned.
5. A future route can consume the row as raw, lawful-only, sponsor-clean, checksum-only, public-only, split, missing, hostile, or recovery-only.
6. 阮尺 is available, capturable, suppressible, hostile, or explicitly absent.

This storyline must never open from a fixed turn count, day interval, chapter quota, raw content count, dashboard state, or lens-health state.

Beat 1 — A hearing creates dangerous words

A prior system produces a line that later systems want to cite:

• memorial air chain names who carried a breath, voice, or receipt;
• broadcast reality drift records which contradictory version was spoken;
• claimant briefing terms reveal who received notice first;
• fan delegate mandate names represented and excluded constituencies;
• protected witness hearing records oath, refusal, or silence;
• correction or cutroom hearing produces a line that can change public reality.

The prior relief and cost remain history. This storyline does not reroll the hearing. It asks what survives as official record.

Beat 2 — Transcript docket appears

Create or update 听证笔录删改案卷. It must name:

• source hearing;
• spoken line, refusal, oath, checksum note, sponsor term, public excerpt, or explicit silence;
• speaker or explicit absence;
• proof anchor or explicit absence;
• keeper or explicit absence;
• transcript readers;
• requested redaction posture;
• future reader or route;
• risk if ignored.

Beat 3 — 阮尺 is offered, pressured, captured, or absent

The player must see her state. The same docket changes depending on who reaches the minute book first:

• sponsor wants safe minutes;
• inspector/archive wants lawful redaction;
• editor wants checksum mask;
• public historian or fan delegate wants an excerpt;
• witness protection wants raw line hidden but recoverable;
• artist boundary wants a body/voice phrase removed or scoped;
• broadcast reality wants to know which version can harden.

Beat 4 — Transcript redaction hearing

Offer 笔录删改听证. The player selects one redaction posture:

• preserve raw transcript;
• accept lawful redaction;
• file sponsor clean minutes;
• mask through editor checksum;
• publish public excerpt;
• split transcript escrow;
• proceed without minutes.

The rite requires transcript row, keeper/absence, proof/absence, future reader, and branch cost.

Missed route

阮尺 is missed when:

• public excerpt is misfiled as lawful admissibility;
• editor checksum is misfiled as raw text;
• keeper or proof anchor is blank rather than explicit absence;
• she is exposed without protection and becomes hostile or frightened.

Captured route

阮尺 is captured when sponsor, management, or private desk controls the minute book before any other reader cost is recorded. Captured minutes can reduce pressure, but must raise contract capture, public distrust, fraud cost, or hostile witness risk.

Hostile route

阮尺 becomes hostile when she can prove that the producer erased, misfiled, or falsely cleaned a dangerous line. This can unlock recovery, but only with hostile witness, audit, public excerpt, or protected payroll cost.
