纪念物临时牌照草案 is the temporary legal body a memorial object or disputed voice needs before it can safely enter broadcast reality. It is not a generic permit: it can be recruited into archive custody, bought out by a sponsor, suppressed by audit, used as a provisional voice body, or left outside the system as a missable future hazard.

The draft becomes relevant when a memorial object, child voice, archive proof, counter-broadcast residue, or fan oxygen receipt is about to enter broadcast reality without stable custody.

Do not expose the draft from a fixed numbered trigger. Expose it from live custody pressure: disputed claimant, missing voice holder, sponsor buyout attempt, inspector docket, fan witness queue, or archive signature conflict.

Custody states

  • encountered: the player sees the license hearing because a memorial/voice object has no stable legal body.
  • recruited: fan/archive proof signs the memorial or voice into player-accessible custody.
  • provisional_public_archive: the draft names a temporary public/archive holder but leaves follow-up pressure.
  • suppressed: white-glove inspection keeps the memorial legal but costly.
  • captured: sponsor or archive authority buys or seizes the legal body.
  • missed: the license pressure is ignored and the memorial/voice object is bought out, captured, leaked, or made harder to recover.

The draft must never be a free universal permission slip. Any successful use should move at least one of:
