This faction is not the whole public, not a popularity meter, and not a single delegate. It is the organized ledger behavior that appears when fan oxygen has become proof, debt, public claim, or terminal scar.

Faction promise

Whenever fan oxygen becomes more than ambient pressure, this faction must answer four playable questions:

1. which oxygen, receipt, refund, witness, or public scar row gives the cell standing;
2. who the cell claims to speak for, and who is omitted by that claim;
3. what the cell demands before a future route may cite fan support;
