Fan Delegate Mandate Hearing / 粉丝委任听证

Fan Delegate Mandate Hearing is the assignable rite for resolving who can speak for a fan-side claim and what that recognition costs.

The rite is offered only when 粉丝委任账本 exists or should exist from a state-driven fan mandate pressure. It turns fan representation into a playable choice instead of letting the loudest, safest, or most sponsor-friendly voice become default public consensus.

Valid fan claim sources include fan oxygen ledger, fan witness docket, public receipt, memorial-air claim, contrition demand, pirate relay, support-light claim, artist-privacy fan claim, refund queue, or equivalent.

The rite fails design intent if it can be completed by pick fan leader, issue apology, quiet fans, sponsor handles it, or pass audit without the required slots above.

A — Recognize elected delegate

The player accepts a delegate whose mandate is backed by oxygen ledger, public receipt, or equivalent fan-side proof.

The player lets a named witness such as Huo Qian carry the mandate.

The player accepts Shen Luo, a sponsor desk, or management pressure recognizing a convenient fan speaker.

The player asks Han Yanshuang, inspector/archive pressure, or lawful proof to recognize a delegate only for a scoped reader.

The player uses 艾笙 or an equivalent pirate/public relay to make a delegate too visible to erase.

The player suppresses delegate conflict, uses a convenient speaker without mandate proof, hides a fracture, or lets a default narrator choose first.

At least three counters or durable states must change. Recognition without cost is invalid.

Failure/default handoff

粉丝委任伪代表默认 fires or is armed when the rite hides a missing mandate, sponsor-appointee capture, lawful-only misfiled as public, pirate amplification without audit, witness without shelter, or editor mask reused as consent.

Non-goals

• Not valid if one branch cleans fan, sponsor, inspector, editor, and artist pressures at once.
