Fan Delegate Mandate Ledger records who is allowed to speak for fan oxygen, public grief, witness receipts, and memorial-air claims when the fan side is no longer a single voice.

The card exists because a fan ledger can be correct and still politically unsafe. Once oxygen, receipts, testimony, or public apology matter, the player must decide whether the visible fan delegate is elected, self-appointed, sponsor-appointed, historian-backed, pirate-amplified, inspector-recognized, or falsely cleaned.

This card is not a popularity meter. It is a contested mandate with bodies, receipts, and future route access attached.

Creation trigger

Create or update this card when all of the following are true:

1. A fan oxygen ledger, public receipt, fan witness, memorial-air claim, contrition demand, pirate relay, support-light claim, or audience archive signature exists.
2. At least two fan-side claimants or speaking surfaces can disagree.
3. At least one non-fan faction can benefit from recognizing, buying, auditing, editing, suppressing, or replacing a delegate.
4. The chosen delegate can change a future route, rite, proof burden, public apology, sponsor claim, inspection result, archive signature, or broadcast reality state.
5. The mandate has not already reached terminal consensus, irreversible capture, or final hostile fracture.

This card must never appear from a fixed numbered turn, day count, chapter quota, raw content target, or dashboard/lens-health state.

Delegate state machine

State	Meaning	Required consequence
unassigned	A fan claim exists but no one has a visible mandate.	Future public/fan route must risk default representation.
contested	Two or more fan voices claim incompatible authority.	A hearing, split, audit, or breach route becomes available.
elected	A fan delegate is accepted by public receipt or vote-like proof.	Public legitimacy improves while sponsor/inspection pressure rises.
witness_backed	A fan witness such as Huo Qian anchors the mandate.	Testimony strengthens route access while witness risk rises.
historian_backed	Yu Lan or audience archive makes the mandate hard to privately erase.	Private capture drops while public exposure increases.
sponsor_appointee	Sponsor or management recognizes a convenient delegate.	Slot or stop-loss pressure falls while contract capture rises.
inspector_recognized	Inspector/archive accepts a delegate for lawful processing.	Compliance improves while lawful-only routing or bureau debt rises.

false_representative	A delegate is accepted without mandate proof.	Default event must arm or fire.
recovery_only	Mandate is too damaged for normal use.	Future route requires apology, audit, escrow, rescue, or counterproof.

Assignable slots

A valid action using this card must provide or explicitly lack:

• one source fan claim;
• one chosen delegate or explicit absence;
• one proof of mandate or explicit absence;
• one non-fan claimant pressure;
• one handler or explicit no-handler state;
• one future reader or route that consumes the mandate result.

A famous character cannot substitute for mandate proof. They can only certify, buy, mask, audit, publish, relay, or record the absence of a mandate.

Counter payload

Every mandate resolution must mutate at least three counters or durable states. At least one must be relief, and at least one must be cost.

Play examples

Huo Qian witness-backed delegate

If Huo Qian carries a fan witness docket, the ledger can recognize her as witness_backed.

Public legitimacy improves, but witness retaliation and inspection heat rise.

Shen Luo sponsor appointee

If Shen Luo accepts a sponsor-friendly fan speaker, the ledger can become sponsor_appointee.

Immediate stop-loss pressure falls, but contract capture and public distrust rise.

Yu Lan historian-backed mandate

If Yu Lan publishes the receipt chain, the ledger can become historian_backed or public_only.

Private capture is blocked, but sponsor retaliation, public exposure, and fan oxygen liability rise.

Baiya masked delegate

If Baiya hides a delegate’s identity, the ledger can become editor_masked.

Retaliation risk falls, but source ambiguity and archive debt rise.

Non-goals

• Not a fan affection meter.
• Not a generic social-media poll.
• Not a free public-legitimacy button.
• Not a fixed-turn fan unrest timer.
• Not valid if one convenient delegate erases every other fan claim for free.
